The meeting started at about 6:20 p.m. at Riggs Lasalle Recreation Center, 501 Riggs Road, NE, Chair Douglass Sloan (4B09) presiding. Also present were Commissioners Sara Green (4B01), Faith Wheeler (4B02), Frederick Grant (4B03), Judi Jones (4B07), and Yvonne Jefferson (4B08). A quorum was present for all votes.
1. In a unanimous show-of-hands vote following a motion made by Commissioner Green, the Commission adopted the agenda with three additions: a grant application from The Urban Progressive Foundation; a discussion to hold a special public meeting prior to December 18, 2008; and a discussion on the continuing public health problems from a Riggs Park-area gasoline station.
2. In a unanimous show-of-hands vote following a motion made by Commissioner Wheeler, the Commission adopted the 4th Quarterly Report for FY '08 (July-September). The checking account had a forwarding balance of $44,601.44 and receipts of $6,858.65, for a total of $51,460.29 in available funds. Disbursements totaled $12,446.01. The ending balance is $39,014.28. The Savings Account had an opening balance of $42,590.58. There was interest income of $80.51, for a closing balance of $42,671.09..
There were questions about the checks written for the September mailing. Chair Sloan noted two checks were written to H & W Printing totaling $3,909.53, which cover both printing and postage for the postcards sent to residents about the September hearing on gun control issues, initiated by ANC 4B and cosponsored by several other Commissions. Chair Sloan also explained that some confusion was due to the fact that the H & W invoices did not clearly indicate the distinction between printing and postage costs.
ANC 4B has received a check from ANC 4D in the amount of $1,519.83, which covers the printing and postage for postcards sent to 4D residents. Since this check was received in October, it will be shown in the First Quarterly Report for FY '09, Chair Sloan said. Only 4D and 4B mailed postcards to residents, he said.
1. Denise Rhodes, the Executive Director of The Urban Progressive Foundation, discussed the group's application for a $9,000 grant to install digital converter boxes in television sets owned by ANC 4B-area seniors. Motions to fund the grant failed for lack of a second.
