Special Public Meeting on Redistricting, September 14, 2011

Adopted In A Unanimous Show-Of-Hands Vote on October 24, 2011

 

The meeting was held at the MPD’s 4th District Community Room, 6001 Georgia Avenue, NW.  It started at 7:07 pm, Chair Yvonne Jefferson (also 4B08) presiding.   A quorum was present for all votes.   Also present were Commissioners 4B01 Sara Green, 4B02 Faith Wheeler, 4B03 Fred Grant and 4B09 Douglass Sloan.

 

Actions

1.  Following a motion from Commissioner Green, the agenda was adopted in a unanimous show-of-hands vote.

 

2.  In a 5-0-0 roll-call vote following a motion from Commissioner Green, the Commission adopted a recommendation to the Ward 4 Redistricting Task Force.  The motion asks that the Task Force adopt the boundaries detailed below.  Commissioners Green, Wheeler, Grant, Jefferson and Sloan voted “yes.”

 

Recommendations:

     a) The Commission recommends no changes for 4B05, 4B06, 4B08 and 4B09. (Note: All streets are NW except New Hampshire Avenue, NE.)

The vote followed a discussion. 

Chair Jefferson described the Ward 4 redistricting process and the make-up of the Ward 4 Restricting Task Force.

Chair Jefferson said she met with several ANC 4B Commissioners at the ANC 4B office to hear their redistricting requests.  She also said that Commissioners Green and Wheeler held a community meeting to discuss redistricting.  Chair Jefferson noted that, ideally, the population range for a single member district is 1,900 to 2,100.  The 2010 population of 4B07 is 1,833, a concern, she said.

Commissioner Green summarized a proposal from 4B07 Commissioner Judi Jones, forwarded in an email.  Commissioner Jones proposed extending 4B07 across Carroll Street to include the new Ecco Park development and the Eastern Avenue apartments going up to Piney Branch Road, NW.

Commissioners Green and Wheeler agreed that 4B07 should extend north of Carroll Street.  They distributed a map, a chart and a detailed list of proposed boundaries. Their proposal extends 4B07 north of Carroll to Cedar Street. It also extends 4B07 to include the area west of the tracks, between the Van Buren and Aspen underpasses, east of 4th Street, NW.   It brings the population of 4B07 from 1,833 to 2,010. 

In addition, the boundary between 4B01 and 4B02 is adjusted, decreasing the 4B01 population from 2,215 to 2,114 and the population of 4B02 from 2,184 to 2,108.

Commissioner Grant added a proposal from himself and Commissioner Smith to bring their district populations closer together.  The population of 4B03 would decrease from 2,147 to 2,084 and the population of 4B04 would increase from 2,068 to 2,131.

The recommendation does not change the boundaries of the remaining SMDs – 4B05, 4B06, 4B08, and 4B09.
